Whatever your opinion the haredi they do not teach their children certain subjects because they don't think its right or needed. I remember in school in the UK they had bible classes and they taught Christianity and my parents arranged with the school I would not go to those classes my fathers reason was learn about your own religion first then somebody elses. The hared see some of these subjects to be from somebody elses world and also not needed because its not relevant to a Torah lifestyle. Right or wrong thats their culture and the OECD can moan that not enough of them are in the work force or learning certain subjects but they can't change culture and neither can governments. With the arabs they are generally not as well educated as the Jewish children and in the arab triangle where most of them are they go to arab schools and like haredi schools they are allowed to set their own curriculum. With arabs there is also the fact that many Jewish employers don't trust them so they won'y hire arabs ( I wouldn't ) and neither the OECD nor the government can order somebody to hire an arab if they don't want to. The OECD looks at graphs and statistics and then make their conclusions but they don't understand that a large part of the problem is the culture of those who are out of work and cultures don't fit in with statistics.
