You are right that the fact that Katsav was convicted with no evidence, and only on the basis of the unverifiable testimony of one woman (not women) does not put the "justice system" in a good light. However, I think that #1 was referring to the fact that the investigation started when Katsav complained that A tried to blackmail him (she never went to the police herself) and that the AG was so certain that A was lying, that they filed no charges based on her testimony.
