1. Why not use the money to help the poor

The rich only cares about enriching their lives. Human selfishness. Nir Barkat cares a lot about imagine but probably never thinks about the needy in the city.
2. Uh, 4.5 million won't do much for the poor

If there are, say, 2million poor in Israel, diverting the 4.5 million from the race to them gives just two dollars each. Do *you* give all your discretionary money to "help the poor"? Do you deny yourself every pleasure? Besides, by boosting tourism, that too helps invigorate the economy of Israel's poorest city. Pity though that the city's residents were inconvenienced for the event. So too was Washington, DC when Peres visited and they blocked off streets -during rush hour - so an entourage could get to an event at the embassy.
