There are powerful vested interest groups from the racist-fascist right wing that ensure that these thugs are not brought to justice. A bit like the Brown Shirts during the Weimar Republic, who painted "Jude" or Swastikas over Jewish owned property.

Vandalism ist not terrorism - yes, but vandalism that is motivated by hate and spreads hate slogans, is a dangerous katalysator of hate and revenge. It undermines every attempt to foster coexistence between Arab and Jewish Israelis. The perpetrators should be caught quickly and punished severely.

They don't have any impact if no one is ever charged. There is something to be said however regarding stone throwing. When young people are go out to do this (and everyone can see they are young) yet the international community condemns as "torture" any resulting preventative actions. It's never clear whether parents can be held legally responsible for the actons of their adolescent children.

Imagine how surprised you will be when the perpetrators are found to be Arab. The word is "catalyst," by the way. If you are going to post comments in English, please learn the language.
