First generation immigrants to any nation usually cling more to the old ways and it is their children who start the assimilation process. Until then, typically immigrant communities are conclaves of the original culture. In many places, these ethnic areas become destinations for great restraints and a bit of flavor. Actually, you are incorrect- an immigrant is required to take and pass a basic reading and writing test in English prior to receiving a legal status in US. My husband had to do it while seeking a green card and my grandparents during their citizenship process when they immigrated from Poland. I know from the other side of my family that Russia requires language skills also. Regardless, illegal immigrants are still illegal.
