If this is a law in the U.S., then my opinion on U.S. being a free society is proved deadly wrong. No Apartment complex rules could ever be upholded by the common law here in Italy, provided that they are against our constitution which upholds freedom of religion. Fixing a mezuzah on own's place of living is not an option for a Jew. It is a mitzwah to which he can't subtract himself. How do you know that this appartement was ruled by a HOA ? Less than 30 million appartements , with 62 million people , are bound by the HOA rules . The HOA is an association .
