the truth is quite plain to see, if the EU's action was meaningless there would be no reason for him to mention it, he could just ignore it but that he is asking for the decision to be rescinded means it is and will have a adverse effect on his organization. Similarly the more he threatens Israel, the more dead terrorists are accumulating in Syria.
