Israel launched in the past satellites with its own Shavit launcher. Amos is a commercial satellite and the company launching it has a right to use Russian launcher if they want to. One thing is sure - Kuwait is not able and will not be able to launch such a satellite in the future.

Amos needs something with more muscle than Shavit and so they have always been launched with Russian rockets. The Shavit was designed to launch the Offek series which are much smaller and lighter than Amos so unless IAI is willing to design a more heavy duty launch vehicle for the Amos satellites then they don't really have much choice but to ask somebody else to launch it.

At least Israel has more to offer than oil. Take away the oil and all your playboy princes would find themselves with no source of income. Israel never had the oil to to build its economy around so instead it used its most valuable recource which was brain power and thats why Israel has achieved more than all of its much richer arab neighbors combined. MIght not be as rich but have more achievements and Nobel Prizes to claim.
