Even if the resolution was to just tell Assad he had been a naughty boy and not to do it again Russia & China would veto it. Obama has decided he wants to carry out some kind of military action but he is worried about what the rest of the world thinks because he doesn't like doing things unilaterally and Congress is not like the UN. The longer Obama does nothing the harder its going to be to justify doing anything. Its been 3 weeks now first Obama made alot of threats, then he went running to Congress now he is trying to get a UN resolution that Russia & China will see to it he will never get. Longer he leaves it the less legitimacy military action has also gives Assad longer to move his most valuable military assets to palaces he knows Obama won't attack out of risk of civilian casualties.
