Geneva Convention is right for occupation powers. So you must apply it when you find one occupying power, but not in this case. The myth of occupation is false. Other part of the money goes pay monthly salaries to terrorists who murdered children and elders. The Palestinian Authority pays terrorists a nice monthly salary for all their life.
