Besides Israel, no country in the world including the USA ( per the State Dept) says Israeli settlements are legal.

Occupation is necessary because there is no peace; but settlement and annexation are neither necessary nor legitimate: did Americans settle or annex Germany after WW2? If you don't want a 2-state solution you'll get a 1-state solution, and that means either the ethnic cleansing of Arabs, guaranteeing eternal war, or the loss of Israel's Jewish identity.
