I don't buy the security establishment's excuses. Yes, there's the same bureaucratic inefficiencies found in any large organization - each group wants authority without responsibility, credit without blame, and a bigger piece of the budget pie. But either the IDF doesn't care (which I doubt) or they've been encouraged to "stand down". Why might they be following such a course of not so benign indifference? Because Bibi and Kerry want to see a growing PA economy as a way to tamp down political pressure. But Bibi couldn't politically grant another 100,000 work permits. So he provides just 5,000, and allows far more to come in the back door. Yes, such political indifference just defies belief, and so encourages conspiracy theories.
