Steinlitz has it backwards. Israel should demand the end to the PA's economic war in exchange for economic cooperation with the PA. Economic cooperation is a quid pro quo, not an "incentive" to improve relations. As usual, Israel is exhibiting weakness, rather than using its strength. The PA is currently waging economic and diplomatic war against Israel in the form of its own boycott of Israeli goods, and support for BDS worldwide. It has caused the EU to recently issue boycott guidelines.
