What it means is that 51 said yes 2 no 7 abstentions And the rest did not show up to vote So of all those in the chamber when the vote was taken the majority were in favour Maybe the others who did not show up, just did not care enough about the issue Maybe they were out shopping, eating having lunch etc So they need a stronger whipping system like the UK, as you know British MP's a partial to a bit of whipping!

81 didn't vote! This vote has to be null and void as you say. Europe is predominantly secular and has no wish to make special allowances for minorities, especially minorities with the abnoxiously big mouths such as a certain tribe I could mention. Moral and emotional extortion are bon ton nowadays with said tribe and they will stop at nothing to get their way, use every dirty trick up their sleeves to guilt others into accomodating their ways.

9. Required Majority
Claude ,   Cape Town & London   (10.18.13)
You have it wrong It's a majority of votes taken of those who turn up to the vote. This frequently happens in UK parliament. Sometimes only a few (eg 100 MP's ) turn up to vote. It's the votes of that small number that counts. That's why for what is regarded as v important votes the whips are out getting MP's to turn up. Maybe Lithuanian MP did not consider this a very important matter, or a matter that would cause a govt to fall, like a budget vote. I suspect as always you see a nasty conspiracy. That tribe you despise so much must have paid many MPs to stay away!
