The Iranian threat was not invented by Netanyahu and sanctions have been effective because of combined EU, UN, US and international efforts. Under Khamenei's Islamic Regime the global threat has not been reduced simply because of Rohani's song and dance routine. It makes absolutely no sense to reduce sanctions when this will only allow Iran increased oil revenues to expand and accelerate their nuclear program. Iran has already made clear their intention to continue this program. They're hoping the naïve west will go along with this scheme.
