Contrary to claims otherwise, the Bedouin are not "indigenous" to the Negev, and have no right to claim public lands as their own. While some Bedouin have performed honorable service as trackers with the IDF, other Bedouin have been involved in cross-border smuggling of drugs, weapons, women, and infiltrators. The thousands of Africans who've made it into Israel could not have done so without the assistance of Bedouin from the Sinai side. The demographic threat is at the heart of the struggle over land because, with polygamy still widely practiced and large families common, the Bedouin population is today at least 10 times what it was in 1948. That leads to pressure for land, while cultural resistance to rule from outside the tribe leads to indifference to the "law of the land". I do find it curious that Israel is only devoting a few hundred officers to the relocation project. Then again, if Israel thinks only "dozens" of illegal structures are involved, it's no wonder so few have been assigned.
