Blaming Israel is standard procedure in cases like this. When I worked for the EU in Brussels 2003, it was discovered that the entire Justus Lipsius building (EU Council Secretariat) was bugged from the moment it was built in the 90s. CIA or the NSA were the logical suspects (follow the interest) - nevertheless we were told it must have been the Israelis. The cover-up even included a planted leak in Le Figaro claiming it was Mossad. No proofs were ever released and internal questions were met with silence. Disgusting.

the ''Five Eyes'' spying network. So mentioning all of them but neglecting to mention Israel only implicates Israel if you assume that Israel is the only US ally not mentioned. This is nonsense since 1/New Zealand is a friend of the USA but not a formal ally and 2/ lots of European countries and some Arab countries are allies of the USA in the same sense that Israel and New Zealand are ( i.e. friends but not formal allies ). If it hasn't already, it is only a matter of time until the Obama Administration leaks a document that implicates Israel in the spying on France and Germany. Of course, Israel didn't conduct its electronic spying from the massive US NSA facilities. Israel concealed its spy operations from the rest of the world, even the USA, locating the antennas and recording machines in the midst of the lox and kreplach in a kosher delicatessen in Tel Aviv. Microphones were cleverly hidden in dill pickles that Netanyahu personally delivered to the French and German leaders. Israel is said to have gained invaluable sensitive intelligencefrom the pickles that shows that, contrary to assurances by the French and Germans, they don't like Jews. The disclosure of that hitherto secret information will undoubtedly result in harsh French and German retaliation, such as criticizing Israeli settlements. And, I wouldn't be surprised if the European Union outlaws kosher dill pickles.
