The writer's thesis is that we should not blame France for disrespecting our elected leaders because she also does not respect our leaders. There is no set rule as to whether a visiting head of state has to address the Knesset, Parliament or Congress. Each case is workout out behind the scenes. When Obama spoke to university students in Cairo I don't recall any Egyptian govt outrage, or when Obama spoke to Israeli university students.

Any president, or prime minister, from abroad, being officially invited to visit Israel, must go to Knesset. Anwar Sadat dit it in 1977, when Sinai was occupied by IDF. Private trips, of course, are different. François Hollande, at least, disregards a country that shares French democratic values. Desgusting.
