The fight against crime is a war and once the enemy has learnt your methods you are at a severe disadvantage. The crime gangs know the police's hands are tied and act accordingly. What you need to do is from time to time untie their hands, give wide-ranging powers for a short time to clean up the streets. Once the criminals don't know which police force they will face the following morning they will be far more circumspect.
