The reason that Israel has rejected the Levy Report and has never publicly claimed that Israel has a legitimate claim to sovereignty over Judea and Samaria under international law is quite simple. It is false. Israel has a right to militarily occupy territory for objective security reasons but that does not include establishing civilian settlements or using IDF forces to protect them --these latter are clearly defined as war crimes under applicable international law.
