The last thing on earth Israel needs is for that child to die in Israel. We might have been able to do something had she been transferred to Israel sooner -- but she wasn't. I think the age of accountability is 10 because studies have shown that 90% of the conversions to belief in Yahovah and His Son Yahoshua occur before the age of ten.
