Once it was clear that Obama doesn't want to prevent them getting the Bomb but is too passive to do anything except run out the clock on the already weak sanctions, the EU is deciding to cut their own deals with Iran ASAP. And by cut their own deals we mean completely cancel all obstacles to allowing Iran to get a nuke as soon as the EU can help them to.
