Did you know that 5.7% of Israel's GNP goes towards defense, and NOT towards "settlements"? Do you know why? Because Israel has sh*t for neighbors (excluding the "palestinian" non-entity, of course). Compare that with defense spending of 2.0% (China, largest army in the world) or 4.4% ( the US, who can't keep itself out of wars.) If Israel allows the formation of "palestine" in Judea, Samaria and Gaza, than you probably won't be able to slurp mojitos at a Dizengoff cafe anymore while complaining about "settlers". You'll be sitting in your bomb shelter wishing the "settlers" would have stayed where they were and Judea and Samaria were part of Israel.

Israel should not have entered the Horizon 20-20 deal without a promise from the EU to rescind the Directives that limit economic access to Judea and Samaria. This is a ply meant to humiliate Israel, making them crawl on their bellies for doing business in EU. Why not take the 600 million and give it directly to Israeli colleges and universities, and have the PAP pick up the slack, the $300,000 profit , which Israel was to receive from the transactions. Let them pay Israel the past due balance of nearly $300 million for the electric bill. Humiliation is a heavy price to pay for economic bonus,

The agreement will now have 2 appendices, one in which EU sets out its guidelines regarding allocation of funding, the other in which Israel sets out its policy affirming the legality of the settlements and rejecting the EU's legal and diplomatic approach to them. i.e. The sides "agree to disagree". The agreement also includes an amendment whereby any Israeli entity operating within the Green Line can apply for European loans, and these individual Israeli companies would set up mechanisms with the EU to ensure that those funds remain within the Green Line. Under the prior EU guidelines, such companies had been entirely ineligible from EU funding. Israel's non-recognition of the EU position on settlements will be further manifested by compensating those companies operating in settlements that are financially harmed by the EU funding ban. These details are available on "Haaretz," not exactly a mouthpiece for the settlers.

Religious and Secular,who respect the laws of Israel. However, while the EU is only interested in supporting the terrorist entity of Abu-Mazen and is turning a blind eye to the massacres in Syria and has given Assad carte-blanch to kill children provided he does use gas, is it really in Israel's interest to allow EU to blackmail Israel? Is Israel "For Sale" for a few billion Euros? As for the money, I hope that the government funding of "over the green line institutions" will come from the taxes paid by the residents of the territories and the Palestinian Authority and not at the expense of the education, health and welfare budgets. Of course, knowing the Likud and Netanyahu, the first to have their budget cut will be the Holocaust Survivors, the handicapped and kids who have been abused. That is Israeli reality!

Included in the agreement will be an appendix stating why Israel rejects the EU position on settlements. Companies operating beyond the Green Line WILL now be eligible for EU funding, providing those funds don't get spent beyond the Green Line. That's a big change from the original guidelines, Michael.

It's amazing that you Israel-haters never cross the threshold of the half-truth. The EU budged on a critical point. According to their previous guidelines, no Israel company that operated beyond the Green Line would have been eligible for funding, even if it were based mainly within the Green Line. Now, Israeli companies operating beyond the Green Line WILL be eligible for funds, provided those funds are not spent over the Green Line. But the mechanisms for setting that up will be between the individual companies and the EU, and Israel will compensate those companies that incur a loss. However, Israel's legal and diplomatic policy on the settlements will be laid out in an appendix in the agreement, and it ain't what you are claiming. If the EU enters into joint projects with Sweden and stipulates that its moneys are not to be spent outside Stockholm, is that an admission by Sweden that the rest of Sweden ain't Sweden?

Every shekel spent within the 67 borders from this program frees up a shekel to be spent outside the 67 borders and everyone knows it. Basically Israel stood up for itself and behold Europe folded. Europe doesn't invite Israel into these programs for Israel's benefit but because they need Israeli expertise. Europe doesn't care about the territories or the Arabs. Europe just cares about Europe.
