The tax should be 75-90%, and should be used to offset the taxes on regular Israeli citizens. As for Livni, I think she needs to be investigated as a foreign agent. Her treason is painfully obvious. The NGO law should be extended to include political parties that attempt to subvert the state in a similar fashion, which would enable the investigation and due taxation of Labor, Meretz, the Arab parties, and better yet, their elimination.

There should be a serious discussion about the bahaviour at this page. Tax such contributions at 100% and decree that they are not tax-deductible because the funds are used to support terror. Decree that all such contributions must be declared and the sender's bank notified that the accountholder is supporting terrorist activity in contravention of public law. Confiscate the contributions because it is against Israeli law and public policy to provide financial aid to terrorist organizations. I'm not in the least bit worried about "punishing" the foundations -- it is, after all, against the law to support and promote terror, and that is precisely what these foundations do.

1) This law is long overdue, & should be tightened up further - for example, the level of funding for personalised disclosure could be lowered to a more realistic level. In the US, it is $2000; in Israel it is $20,000. There is still a lot of room for hiding things; 2) NGO's are the new "Shell Companies", as used by intelligence services & private political actors such as George Soros & other billionaires to circumvent the democratic process. This has become clear (& has been openly declared) over the last ~10 years. Google "Open Society Institute" or other related keywords; 3) Once, NGO's were voluntary organisations where people acted voluntarily, personally, & directly to right truly extreme social wrongs, or where Govt simply could not act due to size, diplomatic, or legal constraints. Now, they have become huge, profit making machines, often government subsidised, with their own (or secretly directed) agenda, purpose for existence, & self perpetuating interests. IMO, there is no doubt that Government, Multi National Corporates, & NGO's are slowly merging & interacting; 4) "Democracy is not a suicide pact", & no society can promote self destructiveness, even under the guise of allowing extreme free speech, opinions, actions, & alleged development & self renewal. It ultimately causes social fragmentation, chaos, & breakdown (which, BTW, is clearly happening in many societies today). The Left loves both chaos & extreme regulation (as long as it is in power), because then it can demand control, yet still claim 'Acting for progressive & the greater good". The basic tenet of any society or Nation-State is that its primary purpose is to protect its own citizens. There is no such thing as "Human Rights" in biological systems. At best, there are "Human Privileges" that societies accord to their members, based on their social philosophy; & only to the degree that is constructive, rather than destructive. "Rights" only exist if you can protect & sustain them over time. 5) It is easy enough to differentiate their purpose & conduct - there are: * NGO's that operate in the political arena, seeking to change policy or to provoke actions; * NGO's that operate in the charitable, educational, health, or environmental arenas; * NGO's that operate in the physical arena, building schools, hospitals, planting forests, etc. If anything, there should be laws requiring NGO self definition & purpose. They can be regulated by their own declarations & actions. 6) Bibi had a chance, ~2 years ago, to stabilise Israeli democracy significantly, by supporting new laws regarding choice of Supreme Court judges; transparency in NGO funding; & 1-2 other initiatives that would provide a higher degree of structure, transparency, civil representation, common sense, & legitimate national control over areas that were being exploited by anti Israel forces & professional activists. He sunk the laws, thinking he could pander to the Left & gain an electoral advantage. He didn't gain their support, & perpetuated the continued chaos & abuse of Israeli society by malicious actors, including the EU & foreign funded NGO's; 7) This law is long overdue, & could easily be constructively tightened up further to protect Israel from all sides.
