This sentence is unjust. Even if one of the soldiers returned and sat on his lap - either out of fear "because of the officer's "demigod-like stature" at the base." or for other reasons it does NOT excuse the officer's behaviour. Sexual harassment is criminal behaviour and deserves jail time. More so when the harasser is in a higher official position and the harassed is subordinate to him.

In the army a woman not only can't rape but she can't sexually harass either legally. During my service a female soldier slept with the base's cook and when she regretted it she accused him of rape. He was in prison for 3 months before she admitted she lied. Nothing was done to her and they moved her to another unit in case anyone harassed her. The headline in this article criticizes the officer and the system for neglecting women rights and justice but not only are male rights even more neglected but it clearly states she willingly went back to him in this case.
