Simply table any agreement proffered by Kerry until January 21, 2017.
Tell the U.S. it's a political decision, not a judicial one. Israel's far too busy with important things to fuss with Kerry now. It will just have to keep until the 21st of January, 2017.

By the way -- to those who are not aware, freeing Jonathan Pollard is a political decision; it requires a presidential pardon. So now we know that Shapiro's a liar, and a clumsy one at that.
