why the long delay? the cia knows what his involvement was, and it doesn't take months to say yes or no.
this long, drawn-out hesitation just sends the wrong signals all around: whichever way it goes, it will not be based on principle; it's just a fumbling attempt to use the visa for leverage - like an inexperienced ho, who's not sure how much to ask for.
