As suggested in the past, there are existing Rx designs and proven fuel systems that could be the basis for a good-enough test/research facility for legitimate Iran needs. Fuels (5-6%enrich) were developed under the unclass. RERTR program under USDOE and USACDA. Some optimization of designs may help. If Iran persists, the solution is a few kinetic devices (no explosives) through containment or the heat removal system. Will do the trick with minimum collateral effects.
