there are at least two possible explanations that the mullahs would rather not mention: either there was a mechanical breakdown, or a change in political strategy. it's quite possible the mighty iranian navy isn't up to the task of crossing the big blue sea, and this is just an exercise in face-saving. or, the mullahs figure that the nuclear negotiations are going so much better than they ever imagined, that such a provocation would harm their own interests. either way, the only truth in what he says is that they intend to send another provocation at a later date.
