If Israel would leave the Occupied Territories today it would not be considered an apartheid state. It would still be considered a state that is guilty of institutionalized racism because it is biased towards Jews at the expense of its other citizens i.e. Arabs, Muslims, Christians, blacks, Asians and those of other ethnicities.
