Plans like Herzog's and others similar to it, will, at best, help Israel in the short-term, but will destroy it in the long-term. Jerusalem cannot be divided and expect to remain a Jewish city. Arabs can pray and live there, but they cannot control it. The "palestinians" would be able to experience democracy instead of the authoritarian rule that they currently experience, and Israel can deal with groups likes Hamas and Fatah as internal issues rather than as a foreign war. Further, Israel would be in control of the cradle of Jewish civilization and can ensure that Jewish historical sites remain such.
