as the exact circumstances may never be really known as to why they thought the call was a prank. Someone had to make a decision, he/she did, and were mistaken. It can happen. Sadly, this one was very costly. It would be easy to point fingers and look for scapegoats, but that would be very unfair if the circumstances were such that any reasonable person would have made the same error. Only they will ever know what their motivation was.

they are really great at beating up settlers. they're a little less good at actually dealing with emergency calls. hey, you cant be good at everything!

My husband works in the police and he says that they get over 600 prank calls a weak, and many of them are about false kidnappings.
