It is utterly mind-boggling to me, how a country like Israel, that knows all too well how the radical islamic mind works, does not have a death penalty for terrorists. When a terrorist is caught, and he actually killed someone, that should be an automatic death sentance. Instead we let these guys chill in prison until G-d forbid there's a kidnapping and then we let them go. If there would be a death penalty, there would be no prisoners to exchange. They knew what the results would be yet decided to play politics (again) instead of protecting its citizens. Even with the recent kidnapping Israel is actually playing nice and allowing the incitement to foment again, another time, another place in the interest of world opinion. The Knesset must do its job and protect the country they are sworn to serve.
