Without knowing details of Mr Lieberman's proposal for the peace in the Middle Eas it is not possible make any serious commments. In this moment I can only agree with his view that israel is in conflict with most of Arab (Muslim) world, not only with the Palestinians. However, any agreement with them must be based and start with the full recognition of Israel as the Jewish nation state.

Israel should have seized upon the Arab plan years ago to forge peace for itself, the Palestinians and with the Arabs in general. That was the only way to pull the rugs off under the generation of fanatics that came up to hijack the most sensitive issues for Arabs and Islam building thus a platform for their extremists views. I do not think that the Israelis have got it, at least not the "majorities" in power that Israel not only needs security for to-day but SAFE borders for the future.Safe borders are not built by military force, police, barbed wires, exclusion etc. etc. but rather with peaceful contacts in which people find their commonalities in day to day life. If "Lieberman’s plan is similar to the Arab Peace Initiative that attempted to end the Arab-Israeli conflict by normalizing relations between Israel and the entire Arab region.", as the quotation reads, then the organizations you mentioned may sign in, because that Arab "peace initiative" was in fact "destruction initiative", demanding from Israel full withdrawal to the indefensible 1966 borders and complete realization of the "right of return".

Its not only me who says those lands are occupied. The whole world considers the settlers lands as occupied lands. Why NOT a single country recognize Jerusalem as Israel's capital and why no one except Israel calls the occupied Palestinian lands as part of Israeli border.
