I figured it out. Make the Palestinians Israeli Nationals but not Citizens. Similar to how those born in American Samoa are US nationals and not citizens. They have the rights to have a passport, live and work in the US but they can not vote. So this way Israel keeps all the west bank and Gaza, Palestinians can live in all of what they consider to be "their country", at the same time, Israeli Jews remain in control. Both people can live together. Palestinian nationals can work and even live (rent) in the 1948 lands but not buy land. They can buy land in the west bank and Gaza. Israeli citizens can buy land in both. In return Israeli Nationals (Palestinians) will be excluded from federal income tax unless they work in the 1948 lands. Israeli citizens will be required to pay Federal Income tax regardless of where they work (1948 or 1967). Problem solved.
