Yes, the children! How can Hamas NOT protect their children when then knew they would provoke a war. Israel had ways to protect their children. That was the government of Hamas' responsibility Hamas failed their kids; UNICEF why did UNWRA allow Hamas to hide weapons and fire rockets, mortars from near schools and refugee camps. Hamas failed the people of Gaza, big time!.
