Comments of the situation being "safe to return home" do show a level of confidence in this diplomatic ceasefire. The only problem, with terrorist that can't even keep their word and that they get some kind of freedom to plan and exercise abominable actions of death, destruction and demise, is that they have a difficult time honoring their word. Israel, fully confident in their ability and desire to maintain a ceasefire, called on residents to return. Terrorist in Gaza don't care about the people of Gaza. Do these people in Gaza realize that the bad behavior of terrorist firing rockets into Israel will be met with a response? If the terrorist had a heart seeing families being maimed and killed in these Israeli retaliatory strikes, you'd think they would stop firing these rockets into Israel. Israel drops flyers warning to vacate areas. But obviously, the terrorist don't care about human life. Because of this asinine behavior coming from Gaza residents, Israel should have the authority and say in anything that involves Gaza due to this threat to Israel. Also, the PA and Hamas Charters need to change to be favorable to Israel. This is even in the Quran. Some Muslims don't even know their own Quran.
