The decision to create a Jewish state was taken at the San-Remo Conference in 1920 and got its legal form by the unanimous vote of all the 51 members of the League of Nations in1922 under the Mandate for Palestine. By the way, under the same Mandate system, two other states were created, Iraq and Syria-Lebanon.
