The Knesset did make an immigration policy. Its just the left didn't like it and because they could not win an election they just had the unelected judges in the Supreme court impose their view over that view the people expressed through their democratically elected representatives. Their is no human right for the entire continent of Africa to immigrate to Israel. Of course they want to come here their entire continent is a disaster. Its impoverished economically, stricken with genocidal wars (often brought on by radical Islam) and infested with deadly diseases like AIDS and Ebola. We didn't cause their problems and we can't solve them by allowing millions of immigrants to come here and demographically overwhelm the population of the only one Jewish state in the world. In a representative democracy decisions like this belong in the hands of the elected representatives of the people. The Knesset must remove the power from the unelected judges and return it to the citizens to rule themselves through their elected representatives.

Read the High Court decision. The judges said that the judicially-invented "right" of the illegal infiltrators to wander where they want trumps the rights of Israeli citizens and legal residents to be safe. Since the court knows that the police cannot be everywhere always, the court decided to increase the chance citizens and residents will be attacked, robbed, raped and murdered. The High Court does not care for a simple reason they will not suffer the consequences: they do not take public transport, they live in rich neighborhoods where illegal infiltrators are not allowed to wander, and have they personal security. The attacks on the High Court are not cheap populism, they are a rational reaction to an illegal and arrogant decision made by people who have too much power and no responsibility.
