The problem with this neat little scenario is that the Pals have consistently not been logical starting in 1948. This is basically another version of the same, somewhat successful "cutting the grass" strategy used by Ariel Sharon: Every few years, Hamas looks for a fight, Israel kicks their ass, and Gaza licks it's wounds for 5 years and it starts all over. It would be nice if the Gaza Pals got used to a good peaceful, prosperous life - and would internalize that they would lose it if they resumed their fight against Israel. Problem is, the whole region seems to be insane and the Gaza Pals are some of the worst of the worst.
