There some reforms coming up - threshold of votes, limiting no-confidence motions - changes that are supposed to increase stability, to a politician like Netanyahu who, according to Hendel, already has broken the instability spell.
Enactment of a basic law should have broad support, creating a constitution should be supported by an overwhelming majority.
But would a constiution improve governability, would it increase efficiency, would we be happier? Maybe the "State of Israel and A Constitution" is a contradiction in terms.
