to investigate who was responsible for checking the pipeline for damage or weaknesses **before** it could actually break??
2. Why didn't the pipeline shut itself down?

You'd think the pipeline would have detected the great drop in pressure and shut itself down. Or the lack of oil at the end of the pipeline. Didn't anybody ask "Where's all the oil? it's not coming out on our end?" Somebody was asleep at the wheel. This pipeline company needs much more government regulation. Restore the nature reserve and modernize the pipeline- or nationalize it.
