If arabs come out as a joint list and a single arab super party come out with all the arab seats which is usually about 10 then they will may well be invited into a Labor coalition and in future elections arabs who don't bother voting because they fon't like the opposition and see arabs as protest votes may well start coming out and significantly increaing the arab share of the vote one day giving them real power.
