It was a united cabinet decision not to even try and demilitarise Gaza because so many soldiers would be killed in the process.
Better to be satisfied with significantly damaging Hamas capabilities rather than operation that very long, very expensive and very costly in soldiers likes operation.

The reason the cabinet decided from the very start they were not going to destroy Hamas in Gaza as out of fear that the void would be filled by somebody worse like ISIS or Al Quaida.
It was also decided that the cost in soldiers lives to even attempt that would be so high to justify.
