is misguided language. Rather a change of tactics. Making oneself an easy target for a cowardly terrorist who does not announce his intention to sneak up and kill you is not surrender. Any measure that will firstly save lives and secondly cause the terrorist to take more risks and expose himself to counter measures is surely the right way forward and will eventually lead to the terrorists being completely eliminated.
2. empty synagogues?

I live in Antwerp and I went to the synagogue on chabat. The one I pray in was as full as ususual. After the prayer , I went out at the same time where all the offices more or less finish. Let me tell you the streets were full with people with stramels , kipot, wigs . I don't think people are panicking. Sadly enough, the security in Brussels might be totally different, although for a mostly assimilating community, any reason might be good not to go to the synagogue
