There is no appeasing terrorists, be they labeled ISIL, Hamas, PLO, IB or anything else. They will do nothing but sow seeds of terror wherever they are. No matter what you do, they will say it is wrong and extract a blood sacrifice. That's all these groups want: death to everyone until there are only two members left and then they, too, will fight to the death, convinced the other is wrong.
