You're looking at the wrong metric. How many representatives does California send to Congress? Fifty-three. Rhode Island? Two. The total number of representatives was fixed by law in 1913 at 435, and depends on the census results of each state, which is taken every ten years. Please do not forget that the Senate is really nothing more than an advise-and-consent body. The REAL power rests with the House of Representatives.

Israel is neither annexing the West Bank nor giving the Palestinians there citizenship with a vote, so there will not be one state. Those who want Israel to withdraw (whether Palestinians agree to a peace agreement or not) try to scare Israel with the notion of one state.

Correct enough about a 2-state reality coming about in the West Bank with the PA. Israel simply trying to stave off the finally inevitable by erecting peanut settlements. Dead wrong though laying the burden of peace with Gaza on Israel's back. A state cannot realistically establish a true peace with an entity that seeks only a vague "truce" at most allied with endless of mortar and rocket attacks.
