Inspite of criticizing Israel, the U.N. can take an example of how the democratic system works in Israel. The U.N. better can be strengthened and democratized.

You're looking at the wrong metric. How many representatives does California send to Congress? Fifty-three. Rhode Island? Two.
The total number of representatives was fixed by law in 1913 at 435, and depends on the census results of each state, which is taken every ten years.
Please do not forget that the Senate is really nothing more than an advise-and-consent body. The REAL power rests with the House of Representatives.
