Area C is a future Internationalist Security Area to Protect the Land from psycho suicidal genocidal gangs armed with dangerous weaponry forward to 2100 .It is 3600 sq Km and needs deep underground shelters and AntiBallistic missile shields .All peoples will be Protected .The area is flexible and more Peoples that can live in peace with their neighbors can settle in Parts of Area C .With Mega Cities Peoples can live on Smaller areas .

Interestingly just today Ynet reported that the Palestinians have decided to boycott 5 major Israeli businesses! How's that for fostering economic co-operation and inspiring economic developments. I assume Mr. Rubinstein is overlooking this. More importantly, since Netanyahu was elected and with Obama in office, the PA has refused to continue negotiations with Israel, attending meetings with Netanyahu only when forced to do so by Obama to give the appearance of a continuing 'peace process. Without close and continuous negotiations there is no chance for peace and therefore serious discussions about area C to occur. Secondly as noted, most of this area is the Judean desert (a name that the Palestinians I'm sure don't use) though its historic significance testifies to thousands of years of Jewish settlement in the Land of Israel.. Jews are also the majority. As for the Jordan valley, this area is sparsely inhabited by Arabs, there are Israeli settlements and it must remain in Israel's hands to prevent cross-border attacks fro Jordan. The P.A. needs to stop fighting a diplomatic war against Israelat the UN and elsewhere and return to peace talks as they did when Ehud Olmert was in office - 2 years of negotiations produced nothing just as 6 years of negotiations with Arafat produced nothing except Netanyahu's securing of Israeli access to Hebron. - the only agreement over territory achieved by Israel! . As for the potential loss to the PA economy, those are projections only, The PA also complains that road-blocks have cost them $billions yet ignore the fact that Palestinian suicide bombings and thousands of other terror attacks against Israel led to the building of roadblocks and restrictions of Palestinian traffic. Its so easy and dishonest to blame Israel while ignoring Palestinian terror, incitement to violence and refusal to make peace with Israel.

Palestinians appear to prefer economic problems, settlements, roadblocks etc to making peace with Israel. There is a cost to pay.

Areas A & B are not "overcrowded" there is plenty of room for new construction. The Arabs don't need more land. There are 1.7 million Arabs in Judea & Samaria Compare that with roughly 5 million Israelis living in the mercaz (central Israel) with less than 1/3 the land of Area A & B combined.
