They probably think the government will mis-manage their money so they will in the future give part of it as philanthropy instead of giving tax to the government which spends it on useless things like handouts to the hungry or something. And that's the best of them. The worst don't give a damn about the society that created them and probably think they alone created their wealth. Find them and throw them in jail and keep them there until they pay back the taxes owed x2.

HSBC never stopped dealing with ISRAELIS, they nominated a manager of the Israeli desk to open a company separately and deal with the Israeli clients. this manager now lives in Israel and takes care of HSBC Israeli clients under his "Company's" name.
