Some are planned . This one was obviously done on the spur of the moment. However one thing overall is clear. This act was committed in a background of incitement and hatred with individuals inside and outside of the perps family just as guilty as the person who committed the act . It is actually very obvious what happened based on the results. The 4th soldier who was fortunate enough not to be wounded responded as he/she was trained shooting at the moving target, hitting the terrorist whose vehicle overturned. Think about it. What actually happened is that the car initially passed them, then turned around and rammed into them. As soon as the car turned towards them they should have opened fire not wait until 3 boys got hurt. Poor training.
